James was born in Rockbridge County, Virginia in 1840. His family migrated to what is now West Virginia in the 1840s. He married Martha Simons in 1862. He served on the union side in the Civil War with the 1st West Virginia Light Artillery. He passed away in 1902 in Buckhannon, West Virginia.
